Lord John Russell (1792-1878). English statesman, In February 1854 he introduced a new Reform Bill, but had to withdraw it in April of the same year. Because of mismanagement of this issue, and of the Crimean campaign and of the Vienna conference he had to resign as Foreign Secretary in Lord Aberdeen's coalition. From Punch, London, 1854
