Matsui, Ambassador Extraordinary and Plenipotentiary to H.M. the Emperor of Japan Yoshihiko, in Paris at the time of the treaty of Saint-Germain en Laye, which established peace between the Allies and Austria, as well as marked the collapse of Austria-Hungary (1919). It was one of the treaties to put an end to the First World War.
