Creation of the Conseil d'Etat: bas-relief in the crypt of Napoleon's tomb in the church of les Invalides in Paris.

At the centre, Napoleon I takes by the hand 2 old men who call him to govern and administer France, all specialties, all the intellectual powers of the country. The Genius of Victory behind the throne of the emperor indicates that this is the war that Napoleon came to power and that he has the supreme blend of the hero and the legislature.
