With the French state being attacked from all angles, the Comité de Salut Public established by decree dating from 2nd April 1794, a first then a second aeronaut company.
Coutelle and Conté were charged with organising the military operations in the air. Since its introduction "l'Entreprenant," the first military observation balloon, rejoined the Sambre and Meuse army in Maubeuge.
