Winfield Scott Schley (1839-1911) was a rear admiral in the United States Navy. In the Spanish-American War (1898), he was the acclaimed hero of the Battle at Santiago Bay. This illustration, dating to about 1905, shows Schley testifying before the Court of Inquiry, answering charges made against him regarding his conduct prior to the battle at Santiago Bay. The court found against him, but the public and the newspapers praised his conduct and regarded him the hero of the Battle.
