Dudley Ryder (1762-1847), 1st Earl of Harrowby, English Tory politician (Conservative) . Dudley Ryder held the parliamentary seat for Tiverton, Devon (1784-1803) until he inherited its barony and was created Earl Harrowby (1809) . He was a close friend of William Pitt and held various offices of state between 1789 and 1827. In 1827 he declined to serve as Prime Minister under George IV.
