'Proposed Regulations in Hygeiopolis', 1877. Hygiene was gradually being recognised as essential in managing the health of the nation. However, Punch believed that too many rules and regulations about hygiene were limiting the freedom of the people. The start of the article reads, 'No dinner-party will be allowed to take place until the menu has been submitted to the Board of Health, and received its sanction under the official seal'.
