This is a cartoon of Germany's Prince Bismarck. He is surrounded by maps of all different places. Bismarck's Colonial Policy had caused concern with Germany acquiring possessions in the Cameroons, New Guinea, Samoa and Zanzibar. These gains had given rise to diplomatic controversy.
