Sir Charles Wentworth Dilke, MP, Under-Secretary of State for Foreign Affairs, 1881. Dilke (1843-1911) was a radical Liberal politician who served as MP for Chelsea between 1866 and 1886. He was a cabinet minister from 1882-1885, helping to pass a range of progressive legislation including laws giving the municipal franchise to women, limiting working hours and legalising unions, but his ministerial career ended due to a scandalous divorce case.
