Légende
Born in Havana in 1765. He became a lawyer and representative of Havana in the city council of Spain, with a decree for the freedom of traffic of black people. He influenced the abolition of the tabacco monopolies and in 1818 implemented the free trade in Cuba. He died in 1837.
