American Secretary of War Newton D Baker drawing the first number in the selective draft, 1917. Baker (1871-1937) served as US Secretary of War from 1916 until 1921 in the administration of President Woodrow Wilson. After the United States entered the First World War in 1917, Baker was responsible for organising a nationwide draft to conscript men into the military.
