International Association of Fire Chiefs convention from September 1, 1913 to September 6, 1913 in New York City, New York. It was held in 1914 in New Orleans and several of the fire chiefs are wearing the pennant for the upcoming event. They have exchanged pennants so they have them from multiple cities pinned to their coats.
