Have we seen the last of Ellis Island? The Secretary of Labor, James Davis (1921-1930) has proposed closing the famed "Gateway to America" and having future immigrants examined at embarcation points, ending criticism of the alleged hardships imposed on Aliens arriving at New York Harbor.
