Appearing before the Senate Labor and Commerce Committees today, U.S. Maritime Commissioner Joseph P. Kennedy declared that union opposition had failed to shake his belief that a new method for handling maritime problems is necessary. Federal Assistance will be necessary to any new development in American Shipbuilding, Kennedy also told the committee. He is shown with Senator Hiram W. Johnson, Republican of California and a member of the committee.
