Patriotic sheet music was almost a requirement before radio. People could buy the sheets and play on their piano at home. The attractive covers were the best way to command attention and get sales. This early WWI era music was possibly for the Boy Scouts as we know them today, however, it is more likely that these were the "young soldiers" like their parents and older brothers fighting the war.
