Clocks on the wall give Moscow, Greenwich Mean (Zulu) and local times; a regular facsimile machine test schedule is at right. The link was established by the US and Soviet governments in 1963 to ensure open lines of communication during potential crisis situations and reduce the risk of accidental war.
