'Former court of the page-boys'. During the imperial period, Smolny Institute was an educational establishment for noble girls, where they used to learn good manners at the tsarist court. After 1917, the building was used as the headquarters for the Bolshevik Party, before the Party moved to Moscow the following year. The two banners at the entrance read: 'Fraternal greetings to the IInd Congress of the IIIrd Communist International'.
